Josh Raffeo
Chief Executive Officer
Josh Raffeo has served in ministry for more than 25 years and has a deep passion for individuals with Intellectual and Developmental Disabilities. As CEO of Safe Harbor Homes & Services, Josh leads the organization with a vision to expand Christ-centered residential homes while equipping churches and communities to better serve families through Safe Harbor’s growing ministries.

Co-Founders
Safe Harbor began with Bill and Lynette’s personal journey raising their son Kevin. Their experience inspired a lifelong mission to create loving, faith-centered homes where adults with special needs can live with dignity, purpose, and belonging.
